You have the choice of setting him free or keeping him imprisoned - at least until you get a proper jailer. He claims his partner set him up and locked him in here, but the truth is hard to verify. Interrogating the prisoner will reveal that he's not sure how long he's been imprisoned, and has only survived by eating the mushrooms.

When you first explore your Ranger HQ base once it's handed over to you from the Patriarch and his Marshals, and your install yourself as Commander of the base, you can inspect the jail section to find a dead body and a very weird prisoner locked in a cell full of mushrooms. The Ranger HQ is your main base of operations during your time in Colorado, and there are more than a few choices you'll have to make as you get things set up and make sure all of your operations run smoothly. You'll then have a chance to still save one of two hostages in the next combat area up ahead. If you kill the gang member before starting a conversation with them, this will lead to Jodie Bell surviving.However, one of the hostages will still be killed, and if the other ranger survives the combat, they will still blame you for what happened to their friend, and refuse to come with you. This will let you sneak into the next combat area without the enemies noticing, and allow you to ambush them. Choosing to attack the gang member will get Jodie Bell killed, and she will no longer have a chance to become a member of your squad.

More immediately, in the very next section after rescuing Jodie Bell, the gang member will warn more attackers of your approach, causing them to kill two hostages and prepare for your attack. Jodie will then catch up with you at the end of this area, and travel to the Ranger HQ base with you, where she will rest for a bit longer before being able to join your squad as a Companion soon after the quests in Little Vegas conclude. Choosing to talk your way out of this fight will have the gang member run away, leaving Jodie Bell injured but alive.This is during the Welcome to Colorado primary mission. The gang member will threaten to kill her if you do not comply with their demands, and you can either use social skills (Hard Ass (1) or Kiss Ass (1)) to talk her down, or move in and attack.
